like most evergreens the foliage is usually acidic(lower pH - < 7.0)in nature. what this does under the tree is prevent grass from growing. pine needles do the same thing and are a good mulch if you don't want grass to grow there. so if you want grass to grow under the tree rake up the the old leaves. put them in a flowerbed(or compost pile) where you don't want turf to grow.
