Question
I am in central Illinois. I have mulch around my roses and there is something bright yellow on the mulch. Is there any type of fungus or mold that would be this color?

This is normal. Fungi will grow on dead wooden plants which mulch is. Decomposing mulch will enrich the soil so it is not a worry. Instead rake it to hide the yellow spots (they will likely return). This can be unslightly, but it is not bad at all. In fact, it shows you have a great eco system going.
