hi,
  i have a very wet garden, and have a problem with a weed which seems to drow on top of the soil,and in the grass,   it is only small green wax type leaf , grows level with the ground.    hope you can help...regards

I have no idea what that weeds is. We don't have a weed like that here.
You can put weed pictures in your search engine, and your state, and get sites with pictures of them, and identify it if it in on the site. I have looked up weeds in Texas , and weeds in a couple of other sites, and got good results.
Put it in several ways, if you don't get the results you want, like, weeds in california lawns, lawn weeds in idaho, etc. I am surprised how many results I get putting in the strangest things in search engines. It's amazing how sites are designed to pick up on one work and turn up good results.
Being a wax leaf doesn't sound like any kind of moss, so it has me baffled.
You say you have a very wet garden. If this by design, or do you just have poorly drained soil?
If you have clay that won't allow good drainage, there are a number of things you can do to loosen up that soil so water doesn't stand so long. If you need information about these things you can do, write me.
