My front lawn is bare and the soil is hard, and I wanted to grow grass what is the best thing to do, rent a cultivator and then put chicken or horse manure while using the cultivator and what is the best grass seed to use and needs little maintenance.And is it the right time to do it?I live in Mornington victoria

AnswerNo, none of that;
Hard soil usually means clay, and you have to till things in to loosen it up.
Water will not penetrate clay soil , so any grass you get to grow will be minumal and not satisfactry.
Go to your locan nursery, and see if they have a product called Landscaper's Mix, or Planter's Mix.
Take a sample of your soil with you, so they can advise you what portion of landscaper's mix to mix with the soil you have.
I am sure it will be one part soil to one part mix, at least, unless you have really solid clay.
For one on one mixing. Put down 3 inches of mix, and till it in to a depth of six inches, or better yet, 4 inches of mix, and till in 8 inches.
Put one pound sugar per 250 sq.ft. of lawn, and water it in well. NO FERTILIZERS!!!!!
Install grass seed or sod, whichever you prefer.
I don't know whic grasses grow best in your are, or what the best time of year to put in a lawn is.
You are a long way from Texas, and I just don't know your climate there.
You can pit "Lawn grasses in victoris. in your PC search engine, and find the best kinds of grasses for there.
Pit growing lawn grasses in victoris, you should get best kinds of grass, times to plant etc, just about all you need to know.
If you can't find landscapers mix, you can make your own by mixing these together
One part Peat Moss, one part humas, 3 parts bark mulch.
You can also add some sand.
I like cedar bark mulch for it's insect repelling properties
