Fescue lawns are generally started from SEED sown in the fall months of Sept-Oct. However, you can get the seed started any time you can keep the seedlings well-watered. With heat and drying winds it can be futile to try to start any grass type seed. So, check the weather report and be sure you can keep things well-watered for several days.
Also, plan on have some extra seed because even under the best of conditions you may need to re-seed the weak areas to get good coverage.

With a good fertile-loamy well draining top-soil, best quality hybrid grass type(s), 1-3 inches of water per week, plenty of sun-light, an healthy root-zone ecosystem...almost anyone can have an excellent lawn with a minimum maintenance effort.
