QuestionCan sod be cut into smaller pieces and put into the ground? Will it spread? I can't find any plugs in my area (coastal Georgia). I have been told that you cannot cut sod.

Yes, you can slice sod-squares into smaller squares or 'plugs' as you say. With a warm-climate grass-type you can use a single sod-square as a source for hundreds of 'sprigs' or fewer 'plugs'.
Prepare a bare area of top-soil for lawn and manage to let the soil become water-soaked. The sprigs can be easily pushed into the prepared soil every so many inches apart. In a matter of days or weeks and depending upon the weather and soil conditions, these will carpet an area almost as fast as sod does.
