If you are refering to Bay Laurel, commonly used to flavor soups, but never eaten, then direct contact with skin may aggravate skin allergies. According to Purdue University, the essential oil in California Bay contains at least two constituents of concern. The first is umbellulone, which is a mucous irritant. Umbellulone is 搕oxic to the central nervous system when in-gested and causes convulsive sneezing, headaches, and sinus irritation when inhaled deeply. 擳he second is safrole, which has carcinogenic and hallucinogenic activity.   

All varieties of the Laurel family have differing degrees of toxicity, and I don't think I would mulch with their chips. There is also some concern for pets having reactions to it.
