We live in north central Ohio. We have small black spots, about 1/16 inch in dia. on our white siding. They are very difficult to remove. They are usually on?

I don't understand the last sentence in your question, can you add more detail. Also, can you post a picture of the black spots. How many are you seeing? BTW, I grew up in north central Ohio (Parma) so have a good idea of the area's insects. Post a follow up and I'll help you figure this out.
