ID for 1/16 inch black bugs in Oregon

Hello,
These bugs swarming the outside of my house in Oregon, and they never fail to crawl on to your clothes and skin when they get the chance. They don't bite, or fly as far as we know, but they sure are annoying. they seem to be somewhat immune to bug spray. It looks like the back part of this 2 sectioned pest hops, but we can't tall if it's wings or not. We don't think they're baby ants. They don't have "antennas", and they are very skinny. Can you help identify it from this information and the pictures attached?

I can't see the image clearly enough to be certain but from your description (especially the part about "pest hops") these may be springtails. See http://www.livingwithbugs.com/springtails.html for a close-up picture.

These are common and abundant in garden soils and do not need to treated. Just wash off areas with a spray of plain water.
