Someone else had asked about this bug in 2007 of Mr. Yanega and he asked for a picture. I have a picture attatched and can send you a small video clip of them crawling if you like. I live in Gainesville, Ga, Hall County and I have mostly oak trees in my yard with a couple of maples. I wrote the Georgia extension office and they suggested "wooly alder aphids" but these aren't stringy and they're cream colored, not white. They're not squishy either, they're pretty solid and their feet are really sticky. They crawl almost as fast as an ant and are about 3/8 inch long. Let me know if there is anything else you would need to know. Thank you!

These do look like some kind of woolly aphid. But woolly aphids don't move much and are not "solid". You might want to ask the Extension office to send them to the insect id clinic at the U of Georgia http://www.ent.uga.edu/ where I'm sure someone will know what they are.
