i thought it was a snake but was told snakes do not burrow. the hole is 3/16th of an inch/ in the dirt,wondering what kind of animal make this type of burrow, & quickly retreats into the whole when it sees me looking at it.

Location is the first clue to determine what is the cause of something. The second question is habitat. Regrettably, I don't have info on either question from your request. If I had to guess, I would think, night crawler? Not sure where you heard that snakes don't burrow. If memory serves,  hognose can dig. So while the statement is generally true it isn't absolutely true.
