Anything work to keep Groundhogs and Skunks, etc OUT of my Veg. garden...Eating everything! Not aloud to use fencing!

If you are not allowed to use fencing then the only other effective method of controlling skunks and woodchucks would be trapping. Sorry. You can waste your time with animal urine (you would have to be careful around your garden with it etc.), so called ultrasonic repellers, visual and audible distress calls, but in the end you will be back to trapping.
Contrary to popular American mythology, there is no magic when it comes to animal damage control.
