I have several evergreen or juniper shrubs with a white cotton like web appearing on the branches in random spots on the shrubs. What could this be and how can it be treated?
I also have several Rosemary plants that have brown areas in a large section of the plant. What could this be and how can I treat it?

If the webbing appears very fragile and sparse, it may be spider mites. You really need to have someone to examine the twigs under magnification to be sure since these "critters" are very very small. Contact your local nursery and arrange to carry in a small twig w/webbing on it to get a confirmation and recommendation. This webbing could also be regular spiders- which cause no problem that I am aware of.
On the herb, w/o seeing the plant "in person" I would be guessing. If possible, just try to prune out this affected/sick area in case it is a disease. In many cases this may stop it.
