I have small white moths on my tree. Are they harmful, if so how do I get rid of them?

If they are small enough to resemble "dandruff" when you shake the leaves, these may be whiteflies, otherwise collected a couple in a jar and carry to your local county agricultural Extension office OR local garden center or nursery for an ID. Many insects are of minor health importance. Look for any obvious leaf feeding etc on your mulberry.
