Question
every year my clematis blooms beautifully, then all flowers immediately fall off and leave the fluffy center on the stem.  while my neighbor's clematis blooms beautifully all summer.  what is wrong with mine?  I don't think it is wilt, because the leaves look healthy.

Doesn't sound like an insect nor a disease. Review any chemicals that may have been sprayed on the plant. This may be a fertility issue. Consider contacting your local garden center for their suggestion. You may give Van Hoorn Nurseries in Illinois a call 1-888-467-8271. These folks grow an handle a lot of clematis and may know what your issue is. They have been in the business for a long time.
