Bradford pear bloom then no leaves

i have a bradford pear in the back yard that bloomed in the early spring as normal, dropped the flowers as usual and started to produce leaves, but the leaves never reached full growth.  It seems as if the leaves are frozen in time and haven't changed in weeks...ie very very small and yellowy in color.  The tree is approximately 30' tall..not sure how old it is, but it has been very healthy for the 4 years we've lived at this address.  We had a very harsh winter...could this have anything to do with this stunted growth??

This tree may be exhibiting symptoms of a disorder that has been termed "Pear Decline".  This disorder has been noted over the last 3-4 years in the SE united states.  The cause is not known from those trees affected in our geographic region. The general consensus is that this tree has an inherit root/graft weakness related problem, especially as the tree become mature. Again, no disease agent has been identified as being the definitive causal agent.  It would be advisable for you to have a professional tree advisor to examine. Contact your local county Extension office and arrange for an onsite inspection. In the meantime, take a close look at the base of the tree. Look for bark damage or otherwise irregularities near the soil line.  Also check for any visible root injury.
