in early spring my white birch developed leaf buds but they never opened and now are falling off can this tree be saved and what caused this

I suspect the tree may have been subjected to a possible temporary stress. Possible sudden drop in temperature overnight. This can sometimes damage buds and cause them to abort. If the tree is well established in the soil, I suspect this may be a short lived problem.
