Your description sounds much like a type of insect pest called a scale insect. These are a sucking type of insect. I don't think this is a disease. Correct identification is important before prescribing a treatment. Snip off a small twig with these things on it and carry it by a reputable garden center or nursery in your area and ask the owner to look at it for you. If it is scale, there are some chemical options that the nursery can prescribe. Some can be sprayed on (at the right time of the year) and some that can be applied to the soil that the roots take up.
