Grancy Greybeard Tree

Question
I have a Grancy Greybeard tree (fringe tree) that is 6yrs old. Last year we had a late frost right when it was about to bloom. It did not bloom and only got a few leaves on the very ends of the branches. This year it is just now getting a few leaf buds again only on the very ends of the branches and the trunk is  growing green hairs. Do you think it has a tree sickness?

Answer
Sounds like a root problem--maybe the roots a not spreading out enough and they are still in the original root ball. I would fertilize the area out from the tree say 2 feet from the trunk and out to about six feet. Use 10-10-10 fertilizer at the rate of 1 lb per inch of trunk diameter scattered around the tree and watered  in good--if you apply the fertilizer just before a rain storm you will not need to water. This should cause the roots to grow toward the fertilizer and increase the root growth and the foliage will increase in time.
