This tree looks like it is hungry for something or the roots are not functioning correctly. The roots may be stressed for some reason. The problem is probably with the soil in which it is growing. If possible, best to arrange for a small sample of soil from the root area to be tested for nutrients. This can be done through your local County Extension office. Just look in the phone book in the county government section.They can send off a sample and go over the results with you so you will know exactly what is needed. You might also talk to someone at a local garden center or nursery about a good fertilizer to try. Also, good idea to get the pH tested- this is a measure of soil acidity. This is useful because if it is off, your fertilizer may not be absorbed by the tree appropriately. It may take a while for the tree to respond. Also, take a look at the area of the trunk at the soil line and look for any type of apparent physical damage where the bark may have been damaged- this could be a contributing factor too. Be sure also, that the soil is moist- not too dry or too wet. Contact the Extension office in your county (USA)or a reputable nursery or garden center.
