QuestionEvery year my naval oranges are not juicy on the inside, the are very hard. It that from a disease, lack of watering of what? Also what is the best fungicide to use to spray the tree, I see some black spots on the leaves, or should I not spray the tree, if yes what is the frequency. Do I need to fertilize and when.

I am not sure why your oranges are hard, but I do not think it is from a bona fide infectious disease, but rather from an environmental or varietal cause. Consider checking in with the local county Extension office. There should be an office in your county OR contact your local nursery/garden center for an answer.
Regarding the black spots, if you can, take and send me a closeup of a single leaf with these spots on them and I will try to ID. It is best to find out what the cause is first thing. Be sure to review your photo on your computer before attaching it to your message- to be sure it is in focus.
