There are small round holes on the bark of my tulip tree. They are equally spaced around the trunk and distance between rows of holes seems also perfectly evenly spaced.

The holes in the tree are from a sapsucker (type of woodpecker)-maybe a yellow bellied sapsucker.
I am not sure about the white spots. Can you take and send a closeup photo of a leaf or two with the spots on them? Be sure to review the photo on your computer first- to be sure it is in focus before sending. I'll be happy to look at your photo.
