About a month ago I noticed mechanical damage on the elm in the attached photo.  About a week ago I noticed a branch growing near the injury (photo).  Is this a normal reaction for this type of injury?  

Also what's the best way to help the tree heal?

This can indeed be a  normal reaction to an injury. A method to compensate as such. (You can snip these water sprouts off without any detrimental effect). Wounds in the bark can be avenues of entry for disease organisms that can cause decay.  The best way to speed healing is to be sure the tree doesn't get stressed out.  Appropriate fertilization (based on a recent soil test) in conjunction with supplemental watering-especially during hot/dry periods is the best.  This will promote vigor which will in turn promote healing.  Stay away from pruning paints- some do more harm than good.  Proper pruning techniques can also minimize decay.
