AnswerEleanor. More than likely this is possibly an insect such as a wooly aphid or scale insect. If possible, collect some of the stems w/cottony material and show to your best nursery owner for an ID and prescription. Know what the critter is will dictate the best management method. You can also get some of this material to your county Extension office- these folks usually have a good knowledge on these critters.
