QuestionI have a cyclamen that is 3 years old and has been doing very well. Lately, I've noticed little black bugs and the leaves have developed a sticky substance on them. I have washed the plant with soapy water but the problem still exists. Any suggestions?

You are definetly infested with what sounds like aphids. The soapy water is a good idea but it is the kind of soap that will really make a difference in longevity.
If you would like to wash these insects away and protect your plant at the same time I would suggest a new foliar spray product called Atomic Grow. www.atomicgrow.com. Go to ornamentals.
It will clean off all of your insects and at the same time it will heal the plant and penetrate the stomata in the leaves and continue to clean the plant to the roots. This will enable your plant to heal itself and increase its own Brix levels resulting in a much better resistance to future infestations. This is the root of your problem and this new product will fix it and make your plant super healty at the same time.
