Last year my plumeria tree got leaves , but never blumed , everything else in the garden did .

For plumerias you should use a fertlizer with high phosphate content, such as Green Thumb Blossom Bloom 10-50-10. The middle number is the phosphate content, and the first number is the nitrogen content.
Too much nitrogen will give you long stems and limbs and lots of green growth, but few if any blooms.
Use 1 tablespoon of 10-50-10 along with 1 tablespoon of epsom salt in 1 gallon of water and fertilize once every 2 weeks with that formula.
