I've had this same Lucky Bamboo plant for a few years. At first I had some problems with the original plant and it turned yellow and had black dots that looked like mildew. The plant seemed to be dying, but the groups of leaves at the top were fine. I cut them off and they have been growing fine since.
I know I have a problem with fluoride/chlorine in the water, and that's probably why the leaves are brown/yellow on the edges, but there's another problem now. It seems to be something completely different.
One solitary leaf has become a very pale yellow and it seems to have a reddish tinge to it near the end. There are some reddish-brown dots along the base of that one leaf. I was thinking I would remove that one leaf and the rest of the plant may be fine. But I'm worried that whatever the one leaf has may spread to the rest of the plant.
Would you be able to tell me what it is? If it would help, I could take a picture of it. It is currently in a small (3 1/2" tall x 4" wide) pot with small gravel-like stones. I'm in Pennsylvania and the plant sits on my desk at work. I do not believe that the plant gets any direct sunlight, but there's a skylight in the room. I don't think the sun hits it directly though.

Your lucky bamboo isn't a bamboo at all but Dracaena sanderiana. It's turning yellow because you probably have it in water.

It's meant to grow in soil and once rooted, should be watered when the top 2" of soil is dry. It prefers a bright spot out of direct sun.
