gardening problem: fungus?

I have these spots of what looks like whitish-yellowish globs of "stuff" that when I kick it, or try to remove, a cloud of powder emits.  It appears that underneath these "globs" is a black soot or powder.  I tried to remove them the other day and then the next day they returned.  I've heard of honeydew from aphids or whiteflies but that always talks of the black soot being stuck to the honeydew on a plant. These are globs of stuff that can be very small drops or large 3 to 4 inches in diameter. I can't seem to find out what this is and how to get rid of it. These are in the middle of a large flower bed on the south side (front) of my house I have numerous annuals and perennials.  I use a red mulch. It's also strange that I have not seen this in my other flower beds in the backyard. However, this flower bed does get watered longer and more often than the others.  Would appreciate your help. What you are describing are slime molds.  These primitive fungi are harmless to your plants and are just living on the organic matter in the mulch.  The spores may have even been brought in on the mulch.  If you leave them alone they will go away on their own.  There is really no action required on your part.  These things appear everywhere and on everything.  It is just one of mother nature's creatures out there.  If you must remove them you can shovel them out and throw away.  Good Luck.
