First of all, make sure it is fire blight. The fire blight bacterium does not live in the soil, but is on leaf material from weeds and other plants such as pear or even bradford pear. The disease is environmentally driven meaning that wind and rainfall are the main ways the bacterium is spread. You can try treating the rose with a copper containing fungicide, which has activity against fungi and bacteria. Hi-Yield brand Copper Fungicide is a good product.
