live oak tree disease?

Question
I have a live oak tree planted about 8 years ago with stunted growth of limbs (on one side of the tree only--opposite side has regular growth of limbs)and leaves are yellow. 2 other live oak trees (smaller than the ailing tree when I planted them) which I planted at the same time have now outgrown this tree. This tree has shown these symptoms for several years now.  I live in Central Texas.

Answer
If there is a problem only on one side than this is usually environmental. Something is effecting the roots on the yellow side that is not effecting the roots on the good side. Is there a side walk or cement slab or a building on this side (anything that will reflect heat)--heat from these can make the foliage grow different.
You might try fertilizer this might stimulate the roots. use 10-10-10 fertilize at the rate of 1 lb per inch of trunk diameter scattered around the tree and watered in good.
