my Jasmin plant has tiny (almost microscopic) insects that makes webs on the leaves (like a miniture spider web), It has not bloom since we bought it last fall, any suggestion what to do or what this may be?

Hi Sarah..First you need to put some Neem Oil or insecticidal soap on it to get rid of the bugs.  Jasmine like weekly watering in the ground, if it does not get enough water it may not bloom, also if it needs to be fertilized.  It in a container, you may also not be watering enough, and last but not least, is it spring yet for the blooms to start?  You do not say where you live, or give me to many facts to go by so I can only guess...hope this helps.
