diagnoses of apple tree

Question
I found this black jelly on the branches of a weeping green apple tree, I first thought it was tar but was not. It's like a slim/jelly type of substance. could you help me?

Answer
Hi Bill,

I need some more information.  Is the slime/jelly sticky?  Does it have a sweet taste?  Are there any other symptoms such as deformed leaves, altered coloration of the leaves, etc.  Is the tree otherwise healthy looking?  Is there new growth, etc.

There is one bacterial disease, Fire blight, that produces an exudate (ooze or slime), but that is seen once the tree has exhibited other symptoms, usually in previous years' growth.
