Question
My rose leaves are cut into curve shape. I cut all the leaves but next day morning again I find more leaves are cut into spiral shape. i spray soap water in the evening but not got any result.

This is probably due to the leaf cutter bee which uses the cut parts of the leaves as nesting material.  Leaf cutter bees are beneficial insects, and control methods are few.  
The damage caused to the shrub is, at most, unsightly and will not permanently harm the plant. If "perfect" foliage is required, row covers are an option.
