The insects are most likely scale insects which appear as small, circular/oval (circa 3 to 5mm diameter). The juvenile stage of these insects are mobile and appear as small white (cotton-like) insects. Mealybugs also produce the sticky residue, called honeydew.
Either can be controlled with insecticidal soaps, but once the mature scale insects establish feeding sites on the plant, they are very hard to control. If you have a small infestation, you may use a discarded toothbrush to apply the insecticidal soap, using the toothbrush to loosen the insects.
