Browning of junipers can be caused by several things. I would suggest that you take a sample to a local garden center for the best diagnosis. It could be;

-too dry
-too wet
-juniper scale (an insect)
-spider mites
-juniper tip blight (A disease)
-too much shade
-old age
-lack of fertilizer

without seeing them it is one of those problems which is very hard to diagnose
