I have a japanese green maple tree that has black spots on its bark. I am not sure if this is normal or should I be concerned that the tree has disease or fungus?

From your description, I do not think these spots represent an insect nor disease, however if you can send along a photo, it may be helpful. These spots may merely be a lichen. If the tree otherwise looks good, I would not be overly concerned. Check the spots out closely to look for any holes within this area that are "leaking" a liquid. If so, this could be an insect.
