QuestionI have a small maple that i have grown since about 6 inches tall and is now maybe 10 feet tall. Every year i have had tar spot as i have discovered. Can i remove the leaves myself to stop it from coming back in the spring?

yes, you can do this. Removing the spotted leaves from the tree ( if feasible/practical) in addition to ones on the ground can indeed help. Consider also applying a fungicide as soon as the leaf buds start to swell in the spring then 7-10 days later.
