Arborvitae disease/insect problem

Dr. Vann, I moved into my house two years ago and have a row of (what I believe to be) Arborvitae lining my property.  I live in PA and the winter snow has caused some damage to the shrubs.  They also have blue grayish spiky balls on the tips of the branches.  I have searched the Internet but have been unsuccessful in determining what type of issue I am having.

These are the immature fruit w/seed. This is arborvitae. No problem here. Keep a lookout for bagworms getting on these plants. These insects can do some real damage.  Just hand pull them off the branches and squash 'um on the ground or sidewalk.
