AnswerTomer, this is normal when weather conditions are cooler than usual, especially at the beginning of the plants' growth. Once the plant adapts completely to the soil and external conditions, the plants will seemingly shoot up overnight. I have seen pepper plants take between 8-12 weeks before experiencing their first real growth spurt. Just be patient for a little while longer and you should see dramatic improvement.
