Question
Most of my cosmos failed to bloom this season. The plants are green and healthy but have not formed any buds. I live in Southern New Jersey. What could be the possible reasons for not producing any blooms?

What kind of sun were your Cosmos getting?

Did you try fertilizing - and what did you use if you did?  What were the 3 magic numbers on that fertilizer container?  N-P-K?

Have you grown these before? Same time, same place, same station?
