I would like to know if it possible to propagate a cutting of an impatience  
in water?

as the wise oriental philosopher said -  ah, young grasshopper anything is possible if one is willing to explore all the possibilities.
impatiens are usually started by seed, because that is the most efficient and successful way to reproduce them, especially in great numbers. i'm in southern NJ. i would suggest you visit a local garden center to quiz them on your question. they will offer rooting hormone suggestions  and other products to increase your success rate. better yet, take a cutting and place it in a glass of water to see what happens. you'll know in a short time period.
