Euphorbia hermentiana is sick

Hi my Euphorbia hermentiana is sick can you help, I purchase this from the boyce thompson arboretum and im attached TO IT. About 5 months ago my dogs knocked it over and drug it out of its pot, I replanted it and it seemed to kinda come back after a while but since i replanted it its had a hard time getting re rooted, it kinda swayes around in the pot.  it hasent been very sturdy since i replanted it. And now its getting a yellowish tint to it and its getting limp, particularly on its top end, and the base has 2 stalks which have shrunk down real thin and have turned black, theres only 3 stalks total.
I water it one cup of water once a month
(the advice of the nursury)
Please Advise CAN I SAVE MY PLANT!!!!

One cup per month may be enough in the winter, but in the summer (if it is outside) it will need to be soaked and then let the soil dry out completely before the next watering. Try adding some root stimulator to your water like "Superthrive" or a similar product.

Also, your dogs may have caused damage that didn't show up until later. That and a lack of water may have caused the damage. Remove the dying stems and watch the remaining stem for signs of damage or rot. Hopefully it should be fine.
