Actually, the type of cactus you have is referred to as a "graft". In other words, one type of cactus is "grafted" onto another. This usually keeps the bottom cactus or "root stock" from getting any larger or sprouting arms. The cactus on top, called a "scion" is usually a globular cactus that also will not grow arms. So as far as the necessity for transplanting, there is very little reason to.
If you just want to move it to another pot, use a general "cactus mix" soil from your local nursery center and this time of year or in the early fall are the best times to transplant. Good luck!
