QuestionI was wondering if it is safe to use the Bayer Rose and Flowers treatment on nepenthes' and sarracenias' substrate? I want to make sure that I get any mealybug in the soil line.

It is. The major ingredient, imidacloprid, is often found in preparations for soil drenches for trees. The concentration in the Rose and Flower product is pretty low too.
Avoid spraying or drenching Sarracenia when they are in bloom, or about to bloom. Neonicitinoids like imidacloprid are bad, bad, bad for Honeybees.
