I grow 3 sundews (red,white,typical) growing in 1cm of water and poor lighting (winter). I had it in ohio for 2 months. The undeveloped ones are getting brown tips. What is this?

For the most part you've answered your own question. If it's been in low light, it needs more. The brown tips could be a side affect of this. A simple fluorescent desk lamp on a timer for a 13 hour day will help immensely. Put the light about 3-4 inches above the plant, and if you can combine this with window light, even better.
Here's a couple other things that could cause brown tips. Make sure your plant isn't in a dry drafty area such as near a furnace vent. Indoor air in the winter is already very dry, and hot air from a furnace would make it worse. You can help the plant some by using a pebble tray to increase ambient humidity around the plant. Also, you didn't mention what your water source was. Be sure to use rainwater, distilled water, or melted snow. Depending on where you live now the water may be too hard. Hard water will definitely cause brown tips.
To give you additional advice I would need to see a picture of the plant.
