In your area I would say early February would be a good time. I find in warmer climates many plants begin coming out of dormancy around then, so that's what we try to time it to here in Oregon. If you're just doing simple repotting, the timing isn't that crucial. If you're dividing Sarracenia, then you want to do it before they start growing too much.
