Right now Im growing a cephalotus under fluorescent light bulbs. The problem is that when the lights are on its blaring and is a distraction to everybody. Do you think I could start the lights at 2 AM and put them to 4PM when I get back from work? Oh yeah and right now the cephalotus Im growing is 6 inches from the lights as I want it to be red will this burn the plant because its too close?

If the fluorescent lights are the sole source of light you can adjust the time to what works in your house as long as you give them around a 14 hour day.
I can only guess on the light distance since I don't know what kind of light you're using. For a stronger compact fluorescent 6 inches would probably be fine. If your using something like a two-tube shoplight type fixture the plant would need to be closer.
