I have a question about the primrose flower. Does it produce any seeds? Also would it be in my best interest to cut the flower off?

I'm assuming you mean Pinguicula primuliflora.
They will produce seed if cross pollinated. We've have butterflies and moths come in the greenhouse during the summer and pollinate them, and seedpods have developed.
I haven't tried cutting the flower off. It may be of benefit. I always leave them, but it's because of aesthetic value. Unlike Venus flytraps, their flowers are very pretty, and they are a big selling point.
