QuestionI have two questions,
1) What is the difference between repotting a plant and changing the soil?
i.e. cephalotus
2) I have a lance leaf sundew who's leaves keep dying whenever they touch
the edges of the pot, other leaves, or the soil. The other leaves look fine
though. I have peat/perlite soil, flourescant lighting, and I water them once a
week. Is there something wrong with the plant?

1. Repotting would usually mean using new soil and a new pot. Changing the soil would imply using the same pot. These are not technical terms, however, and are used interchangeably sometimes.
2. The leaves that are drying out simply sound like older leaves that are on their way out. As long as the new growth looks dewy and healthy the plant is fine. It's really common for a plant to get skirts of dead leaves on them as they get older, and for the plant to send out shoots all different directions. You mentioned you watered once a week. Be sure the plant is always sitting in water.
