QuestionI am growing this plant on a windowsill, and it is starting to turn brown. Does this plant have a dry winter dormancy like some tropical bladderworts?

This particular species don't go dormant. I'm also not aware of a dry winter dormancy for any bladderwort like Mexican butterworts or woolly sundews. It's not something we practice, nor is it something that is supported in the literatures.
There are a couple reasons why leaves turn brown. Age is the most common reason. Leaves normally last for about six months and then die off.
Another reason might be that the soil turned bad. This too will happen over time. The remedy for this is fresh soil. If you've had the plant for a while (six months or so), go ahead and repot the plant. Use a mix of 1 part dried sphagnum moss and 1 part perlite. Moisten the soil mix before repotting your plant. You can also use a standard mix of 1 part peat moss and 1 part perlite. Transplant your plant into a larger pot as well.
